Legal has tried and failed to keep pace, but not for lack of effort. Aggressive hiring has resulted in the largest and most expensive in-house legal teams in history. Attempts at digital transformation have resulted in the biggest in-house budgets for legal technology in history. But the returns on these investments have been mixed: more lawyer hiring has made legal teams very complicated, and more technology purchasing too often has led to frustration from legal users. The promise of these solutions to enable better and more scaled business support remains unfulfilled, with only 27 percent of corporate employees reporting that they view their legal function as a good business partner.
